Priorities and potential strategies
Strategic planning exercise by a working group from Sainte-Marie-Saint-Raphaël, Cap-Bateau and Pigeon Hill in the fall of 2013

Recommendations:
The areas to be given priority are the:
- Highway 305 into Pigeon Hill and the residences along the coast at the entrance to the Village of Pigeon Hill
- Principal and secondary residences along the coast on Paulin Street in Sainte-Marie-Saint-Raphaël
- Section of Highway 305 crossing Cap-Bateau and the residences along the coast in Cap-Bateau.
The working group is advocating a gradual retreat strategy for all of these areas at risk of erosion. The main recommendations, which support a retreat strategy, call for the relocation of existing buildings by prioritizing principal residences and creating a retreat zone where any new construction would be prohibited. The working group recommends including a retreat zone where no new construction would be allowed, as delineated by the 2100 shoreline projection, in the Sainte-Marie-Saint-Raphaël municipal plan. The group also recommends that shoreline projections be computed for Cap-Bateau and Pigeon Hill.
